※ 한국, 일본, 미국, 방글라데시 등 다양한 국가의 재해, 국제개발 관련 경험자들과 함께 오픈테이블을 4차까지 진행하며 사업을 구체화할 예정입니다.  

사업배경 Background

일본은 잦은 재해로 인해, 재해관련 대응시스템이 체계적으로 갖추어져 있음. 최근들어 한국 을 비롯한 아시아지역에서, 호우, 화재, 지진 등의 재해가 잇달아 일어나면서, 한국 또한 재해 대응시스템에 많은 관심을 기울이고 대응책을 마련하고 있음. 그러나, 최근 집중호우 피해 시, 북한이 남한에 통보없이 접경지역의 댐을 방류하여 남한의 호우피해가 확산되는 등의 일이 일어나고 있는 등, 재난대응은 더 이상 한 국가나 지역만의 일이 아니게 됨. 이에, 북한을 비롯한 여러 지역의 재해정보를 공유하고, 긴급하게 대응할 수 있는 초국적 플랫폼의 필요성이 대두됨. 

Recently, Disasters such as heavy rain, fire, and earthquakes occurred in Asia including Korea is frequently occurred. In this situation, Korea is paying a lot of attention to the disaster management system, but it is still challenging. During this Summer, North Korea discharged water from a border dam without any notice to South Korea. It might cause the situation to worsen. Likewise, the scale of damage by disaster is gradually getting larger and occurred cross-border. So we need to establish the cross-border disaster management platform (network) to share the information for managing disaster and minimize the damage.  

사업내용 및 목적 Purpose

아시아의 여러 나라에서 재난대응 및 인도적지원 활동을 하는 INGO들의 경험을 통해, 북한을 포함한 아시아지역의 재난대응 및 인도적지원을 위한 초국적 플랫폼을 만들기 위해 필요한 사항과 극복해야 할 장애물 들을 확인하고, 플랫폼 설립을 위한 구체적인 Action Plan을 만들고자 함.  

Many INGO's in Asia which deal with the disaster management and Humanitarian Aid include Bangladesh and Japan have various experience. Through share those experiences and learn from them in this open table, we aims to develop a project plan to eatablish the trans-national platform for Disaster Management and Humanitarian Aid in Asia including North Korea.

기대효과 Expected outcomes

1) 경험을 바탕으로 사업의 구체안을 마련함으로서, 재해현장에서의 현장에서의 빠른 적용으로 더 많은 생명을 구하고, 피해를 최소화 하는데 실질적으로 기여 

2) 민간에서의 초국적 플랫폼의 형성으로, 보다 원활하게 정보를 교류하여 보다 효율적이고 적절한 지원시스템을 마련

3) 재해에 취약한 북한에, 재해지원을 통한 파트너 관계를 구축, 향후 남북한 평화에 기여할 수 있는 연계사업의 발판을 마련

1) To Develop the disaster management system based on the experience of many experts who have been worked in a disaster area to save more lives and minimize the damage.  

2) To establish a cross-border platform (network) at a private level to share the information of each actor for enhancing the efficiency of the disaster management system.  

3) To engage a good relationship with North Korea which would be the foundation to develop other linked projects that can contribute to peace between the two Koreas in the future.

※ 방글라데시 사례 (예시) Case Study of DCH Trust in Bangladesh

방글라데시의 로힝야난민촌에서 의료지원 (특히 임산부 등 모자보건 관련) 및 2015년 네팔지진 당시 긴급구호 및 의료지원을 실시한 사례

Dhaka Community Hospital Trust (DCH Trust) is a Trust-owned private, non-profit making and self financed organization providing health care for low-income underprivileged people. It was established in 1988. DCH has a large experience to work disaster risk reduction and management both in nationally and internationally. Nationally DCH provide health service and implement rehabilitation programme during and post disaster like building collapse, cyclone, tornado and flood and internationally it provided health service and training during earthquake in Pakistan in 2005 and in Nepal in 2015. DCH successfully responded to the SIDR 2007 with affected people on Health, Shelter and Safe Water and Sanitation aspect.
